Tender
Definition
A tender is a formal priced offer to carry out construction work for a stated scope. The client issues tender documents, often including drawings and a bill of quantities, and contractors return their prices by a deadline. The bids are compared and one is selected, usually on a balance of price and quality. Tendering is the standard way work is competitively awarded in the UK.
In a typical tender the client or their consultant sends out a package describing the work, and each contractor prices it on the same basis. Returns are then assessed and the contract is awarded, sometimes after clarification or negotiation.
Tenders can be open, where anyone can bid, or selective, where a shortlist is invited. Pricing against a common bill of quantities makes the comparison fair.
Why it matters
