RICS NRM

Definition

RICS NRM stands for the Royal Institution of Chartered Surveyors New Rules of Measurement. It is the recognised UK standard for measuring and describing building work in estimates, cost plans and bills of quantities. It sets out consistent rules for what to include, how to measure it and how to present it. Using NRM means everyone reads the numbers the same way.

The New Rules of Measurement come in parts, covering order of cost estimating and cost planning, detailed measurement for building works, and maintenance. Together they give a common framework for how construction costs are measured and reported in the UK.

When work is measured to NRM, descriptions, units and inclusions follow set rules. That removes ambiguity about whether an item is in or out, which is exactly what you want when comparing prices.

Why it matters

Pricing to a recognised standard makes your estimates credible to clients, lenders and quantity surveyors. It cuts arguments about scope because the measurement rules are agreed, and it lets bids be compared fairly. In short, NRM gives your numbers authority.
